Jose Manual Arce - Project Manager

Jose Manuel Arce is responsible for design and program planning for the Downtown Park. Prior to joining NDCRC, Mr. Arce worked at Essex County Vocational and Technical Schools as Support Staff Supervisor where he managed custodial services. He has a Master Certificate in Project Management from Villanova University in 2008, where he received achievements from Villanova in Essentials of Project Management and Mastering Project Management.
Bill Crawley - Chief Executive Officer
In October of 2006, the NDCRC Board of Trustees appointed Bill to lead NDCRC as Chief Executive Officer.
An attorney with several years experience in real estate finance/ development, community development finance and public policy, Bill is responsible for managing a staff of 11 and a team of professional services firms (architects, attorneys, construction managers, sports/entertainment finance experts, surveyors and contractors, market feasibility and programming experts) focused on completing critical public infrastructure projects necessary to prepare the Downtown Core Redevelopment area for future development.
His mission requires him to build on his experience in leading his team in the completion of several redevelopment projects. To that end, his team includes outstanding professionals focused on creating value for the City of Newark, the Newark Housing Authority and the private redevelopment and corporate stakeholders. NDCRC’s mandate is to provide management and leadership capacity to solve problems focused on the following disciplines: (1) construction management; (2) asset management and project management; (3) redevelopment public finance; (4) land management (entitlements); (5) public/private partnership building; (6) environmental remediation and (7) negotiations with private redevelopers and (8) to be good stewards of the $74m in capital entrusted to the NDCRC to carry out its work.
Immediately before joining the NDCRC, Bill was an Acquisitions Officer/Underwriter for a Chicago based national real estate equity firm. In that capacity Bill structured and closed equity investments in multi-family properties located in Connecticut, New Jersey and Pennsylvania.
A native of Newark, NJ, Bill is a graduate of Morehouse College (B. A. Political Science), Boston University School of Law (J, D.) and the Johns Hopkins University Graduate School of Professional Studies in Business and Education (M. S., Real Estate). He was admitted to the New Jersey Bar in 1997 and is a candidate for the Certified Commercial Investment Member designation.
Greg Fabijanczuk - Chief Financial Officer
Greg Fabijanczuk has been a Certified Public Accountant since 1988 and is a member of the American Institute of Certified Public Accountants and the New Jersey Society of Certified Public Accountants. He earned his Bachelor of Science in Accounting at Montclair State University and he is also a licensed Public School Accountant. He is a member of the New Jersey Society of Certified Public Accountants: Nonprofit Interest Group, Accounting and Auditing Resource Group and Governmental Accounting & Auditing Interest Group.
Greg has twenty-five years of experience working in public accounting firms providing accounting and auditing services with a concentration in not-for-profit organizations and governmental agencies. Greg’s work experience includes working eight years for a large municipal/not-for-profit accounting firm as well as many years working for a large regional firm and a big four firm.
Clifford Godfrey - Project Manager
Clifford Godfrey comes to NDCRC with an extensive background in information technology, business administration and product management. Upon graduating from Stevens Institute of Technology, he began his career at Mercer Human Resource Consulting, Inc. as an HR Information Systems Analyst. Mr. Godfrey, in the capacity of project manager, is responsible for managing various predevelopment stages tasks focused on the Triangle Park project.
Alverlyn Hutchinson - Office Administrator
Alverlyn Hutchinson comes to NDCRC with more than 20 years of administrative experience. Her duties include the implementation and maintenance of all office policies and procedures and the oversight of all office functions in NDCRC. Prior to joining NCRDC, Ms. Hutchinson served as the Credentialing Coordinator for Medical Resources, Inc. located in Bloomfield, NJ. Ms. Hutchinson also worked at AT&T Labs Research as an Executive Administrator for over seven years.
Jermaine James - Director of Real Estate Development
Jermaine James directs the real estate development agenda for the NDCRC. His expertise is in design and development. James was responsible for managing design and planning elements for the recently completed New Jersey Devils Championship Plaza. James worked closely with New Jersey Devils ownership to craft the design for the plaza and provides ongoing programming support for the Devils. In addition, he acts as liaison between the Newark Housing Authority, City of Newark, project developers, community leaders and project stakeholders and entities. Prior to joining the NDCRC, Mr. James served as Deputy Chief of Staff to Newark Mayor Cory Booker, managing the day to day operations of the Mayor’s Office and acting as a surrogate for the mayor in the community. He was also responsible for preparing and presenting the Mayor’s Office budget to the Municipal Council. Mr. James has also served as Regional Property Manager for Essex Plaza Management overseeing development and property managers for 3000 units. In addition, he was responsible for getting the necessary variances and permits for development projects in New York City, Trenton, East Orange and Jersey City.
Mr. James is a graduate of Hampton University with a Bachelor of Science and holds a Masters in Public Administration from Rutgers University. Mr. James received certification from the New Jersey Redevelopment Authority in Real Estate Development, Finance and Planning. Mr. James sits on various boards such as the Newark Central Planning Board and Newark Boy’s Chorus School Board. He is currently enrolled in the School of Continuing and Professional Studies Real Estate Development at New York University.
Dosso Kassimou - Project Manager
Dosso Kassimou, as project manager is responsible for managing and overseeing the predevelopment stages for the Triangle Park project. Prior to joining NDCRC, Mr. Kassimou worked as a Director of International Trade for Overclas S.L., a concrete company based in Barcelona, Spain, securing contract deals and maintaining trade relations with business partners in Africa. In 2007, Mr. Kassimou was appointed by Mayor Cory A. Booker as the first president of the African Commission in the City of Newark. A graduate of Seton Hall University, Mr. Kassimou has dual master degrees in Diplomacy and International Relations and Public Administration.
Luis J. Macaluso - Director of Project Management

Luis J. Macaluso leads NDCRC’s project management team. He is responsible for overseeing the construction and design of all projects within the 24 acre downtown core of the City of Newark. Prior to NDCRC, he was a Site Acquisition Manager at Berliner Communications Inc., responsible for acquiring and leasing all parcels in the Borough of Manhattan. Mr. Macaluso specializes in coordinating all phases of real estate development projects from initial planning to occupancy/reversion. He has a demonstrated ability to strategize and execute projects with public/private partnerships, private landowners, non-profit organizations, public entities and local and state government agencies. These entities include Prudential Financial Inc., The NJ Devils, The City of New York, The City of Newark, The City of Elizabeth, The Borough of Roselle, The Roselle Redevelopment Agency, The Housing Authority of the City of Newark, The Housing Authority of the City of Elizabeth and many more. He has also received certification in real estate finance and investment from New York University. He is also a member of NAHRO, National Association of Housing and Redevelopment Officials.
Florette Newman - Director of Administration
Florette Newman comes to NDCRC, where she is responsible for planning, directing and coordinating the administrative services for the organization. Her work includes finance, budget, internal audits, payroll, personnel, employee relations, risk management, purchasing, information technology, real estate and facilities planning, telecommunications, printing, general support services, food services and facilities management. Ms. Newman’s work also includes planning, organizing, coordinating, assigning, and evaluating the work of subordinate managers overseeing the various administrative services. Prior to joining NDCRC, she served as the Executive Administrative Assistant to the VP of Global Marketing & Communications for Telcordia Technologies, Inc.
Rupa Tata - Project Manager
Rupa Tata is a Project Manager at NDCRC. Prior to joining NDCRC, she was the Site Development Coordinator at Greenbergfarrow, a national firm providing services in architecture, planning, engineering and development where her core responsibilities included predevelopment due diligence for an internationally recognized “big box” retailer in their eastern zone operations. Ms. Tata also worked as an Associate at Schonbraun McCann Group (now part of FTI Consulting) in Real Estate Financial Advisory Group. Her responsibilities included acquisitions due diligence and financial analysis. Ms. Tata has more than 8 years of diverse experience in the real estate industry specializing in retail, office, hospitality and multifamily properties. Her expertise ranges from real estate property valuation include market research, lease analysis and financial analysis including construction project management and providing design solutions.
Ms.Tata received a Master’s degree in Real Estate Finance and Investment from New York University and also holds a Bachelor's degree in Architecture from Nagpur University, India.
